Seen from the Bonne Carré Spillway, the Shell Chemicals plant at Norco (which is the town named after the New Orleans Refining Company) looks huge.  And immediately on the other side of it, before you get to the main refinery, was the African-American neighbourhood of Diamond.  History, race, floods and industrial activity in one very concentrated place.  

I helped the management team in Norco as they faced one of the US's most visible environmental justice cases, which also became a feature of Shell's AGMs for a period too.  I helped create a plan, engaged key local, national and international stakeholders and build the number of supportive stakeholders.  Eventually the local community activists found it more productive to talk to the local management team than it was to protest or involve national campaigning NGOs.  Look here for more details if you want them.
